Merced's new online permitting system, known as Civic Access, offers a convenient way to submit applications for permits, planning, and business licenses. Add contractors to your project, pay fees, download permits, schedule inspections, view inspection results, and much more—all from the comfort of your home or office. Everyone who is trying to apply for or manage a permit, entitlement, or license or schedule an inspection in the City of Merced. Registration is required for all users, including current customers. To register for a new account, visit Merced Civic Access and click,"Login or Register", in the tile menu or in the upper right-hand corner of the screen and follow the steps to create your account. If you need assistance, email civicaccess@cityofmerced.org.
Staff will verify that your application includes all required submittal documents and information needed for processing. If not, you will receive an email identifying additional submittal documents that are needed. Once your application has been submitted, you will receive a confirmation email. Formal processing of your application will not begin until submittal requirements have been verified and payment has been received.
If you have not received your confirmation email to register or reset your password, check your spam/junk folder and firewall/security features. The confirmation email will come from noreply@identity.tylerportico.com. If you still have not received your confirmation email after following these troubleshooting steps, please contact civicaccess@cityofmerced.org.
Inspection results can be freely viewed by anyone from within Civic Access.
Building and Inspections
- If you have an issued building permit, calling in using the current IVR system using our inspection request line (209) 723-2489 will remain the same.
- If you are in plan review, plan review processes will remain the same until the conclusion of the review and plans are approved. You will be guided by staff for the next steps prior to permit issuance.
- If you have a permit ready to be issued with fees that are due, you will have to contact inspectionservicesweb@cityofmerced.org for guidance.
Planning
- Once live, the new system will only apply to new applications. If you have an application that is currently being processed, at this time there will be no change you need to make. Your application will proceed through our original process until the conclusion of the application. If you have questions, please feel free to contact planningweb@cityofmerced.org or give us a call at (209)385-6858 and the Planner of the Day will assist you.
Engineering Encroachment Permits
- If you have an issued Encroachment permit, calling in using the current IVR system using our inspection request line (209) 723-2489 will remain the same.
- If you are in plan review, plan review processes will remain the same until the conclusion of the review and plans are approved. You will be guided by staff for the next steps prior to permit issuance.
- If you have a permit ready to be issued with fees that are due, you will have to contact encroachmentpermit@cityofmerced.org for guidance
Finance Business Licenses
- When you have created a civic access account and had an active license prior to the new system launching, please contact blinquiry@cityofmerced.org for assistance in attaching your pre-existing license to your new account. To help expedite your response, in the subject line please indicate the type of issue you are experiencing (Example: Need to add active Business License to existing account).

For building permits, planning applications, or encroachment permits visit the Building/Planning or Engineering counter, 2nd Floor of Merced City Hall, during normal business hours from 9 AM - 12 PM and 1 PM - 5 PM, Monday thru Friday excluding city holidays. For business licenses, visit the Finance counter, 1st Floor of Merced City Hall, during normal business hours from 9 AM - 5 PM, Monday thru Friday excluding city holidays.
