The City of Merced is currently developing and preparing its next Consolidated Plan, which will span the period of time from July 1, 2025, to June 30, 2030.
This page will list all the documents that will be posted for PUBLIC REVIEW during the posted Public Review and Comment Period.

Version 1 information: This draft has been prepared with estimates, since HUD has not yet released the nationwide funding allocation amounts. We expect these numbers the early part of May (fingers crossed).
Version 2 information: The Goals Summary table in Section SP-45 (page 137 of the PDF) required adjustment of dollar figures for CDBG and HOME. These are still based on estimates.
The "actual" version will also be posted here under a new bullet above this one, after we run new calculations with the actual allocation figures.
* Important - Please note: We were not able to get this posted before 5 p.m. on the first day of this 2nd Round 30-day comment period as expected. So, we will be extending this comment period an extra day (noted above) to allow for this slight delay. There are many estimates to calculate, and it must be correct before posting. Further updates will be posted under new bulletpoints. A fully completed Final Draft will be posted by April 23, 2025, to begin a new 30-day review and comment period prior to final approval.

So.....What is a Consolidated Plan?
The Consolidated Plan is designed to help the City of Merced assess its affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions.
The consolidated planning process serves as a framework of sorts, to enable the City to have community-wide conversations with its residents and stakeholders regarding the identification of housing and community development priorities that align and focus Community Development Block Grant (CDBG) funding that the City receives from the U.S. Department of Housing and Urban Development on a yearly basis.
The Consolidated Plan is carried out each year through Annual Action Plans, which contains a deep assessment of the community's housing, community development, and other needs and then provides a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the assessment.
The Consolidated Plan document also contains the first-year Annual Action Plan within the document (these are the "AP-" sections), which carries out the first of the five years.
The City reports its accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER), which is completed and submitted to HUD by September 28th each year. After the CAPER is approved by HUD, the CAPERs are posted to our webpages for the public's information.
